Lead based paint was extensively used in residential buildings until 1978. Lead has numerous toxic properties and was considered inappropriate for domestic and commercial usage. It caused several health disorders and illnesses among young children and pregnant women. It had a direct effect on the nervous system. Lead based paint was later banned all across United States in the year 1978.

Buildings built before the year 1978 continue to have a lead based coating on the walls. Chipping of the surface, renovation work, demolition, etc. can lead to circulation of minute lead dust particles in the atmosphere. These particles can affect the people living in the neighborhood, can fall on other objects in the surrounding area and cause cross contamination leading to lead poisoning.

Considering this potential health risk, the EPA issued a ruling on 22 April 2008. This rule stressed on the importance of practicing the use of lead-safe practices in order to prevent any type of health illness associated with lead poisoning. The rule clearly states that any type of renovation work, repair or maintenance work which could disturb the lead based paint coating have to get a certification of approval. All lead based paint homes, childcare units and schools that were built prior to 1978 fall under this rule. The EPA also states that renovation or repair work on lead based paint homes should be carried out by trained professionals who are trained under the EPA.

The EPA also prohibits using high-speed grinders, sanders, open torch burning and high heat guns. If the aforementioned equipments are used, they should have an in built HEPA filter that can trap lead dust and prevent it from circulating into the atmosphere.
