Lead based paints were used in commercial and residential buildings until 1978. They were very popular because they had moisture resistant properties, could last longer when compared to the normal paints and had high durability. Lead based paint was used for indoor and outdoor proposes. The incidence of lead poisoning in humans and younger children were very common.

Lead particles could easily fall on any part of the body, on clothes and even on objects. A hand to mouth contact was enough to trigger several physical and mental deformities in children. Lead affects the nervous system. It also interferes with the functioning of several vital organs.

Asbestos, on the other hand, was used as an insulating material. It is used even today for pipelines, floorings, roofing, paint wall surfaces sidings, boiler insulation and in fire proofing materials. Inhaling or ingestion of asbestos can cause different types of cancers in humans. It can also affect your pets. The U.S. Department of Health and Human Services and The International Agency for Research on Cancer have classified asbestos as a potential carcinogen. The target group in this case includes employees or workers who work in asbestos environment for prolonged periods. Lung, throat and mouth cancer are very common.

Considering the dangerous health risks posed by lead based paints and asbestos, President Reagan signed a law in November 1988. The following Acts were covered under this law:

  • Lead Contamination Control Act of 1988 (recall of all lead lined drinking water coolers).
  • Asbestos Information Act of 1988 (manufactures have to submit asbestos related information to EPA).
